The Labour Department was a part of the former Judicial Department of the Govt. of Assam till 1951, when it was constituted into an independent Department.

Soon after the constitution of an independent Labour Department, the Chief Inspector of Factories and the Chief Inspector of Boilers and the administrative control of the Labour Courts and Industrial Tribunal which may constituted under the provisions of Industrial Dispute Act, 1947 were also brought under the control of the Labour Department. The Labour Department was renamed as Labour & Employment Department with effect from 10-07-1981 and a Research Cell was created in 1977 as a part and parcel of the Department at Secretariat level.

The Govt. of Assam has constituted Employment Generation Mission and the mission started its functioning and has taken up schemes for providing employment to unemployed youths. The mission has identified the areas having potential for Employment Generation.

Two autonomous bodies namely the Assam Tea Plantations Provident Fund, Pension Fund and Insurance Fund Organization with a Board of Trustees and the Assam Tea Employees Welfare Board which is running under the administrative control of the Labour & Employment Department. The Department has been bifurcated in 2016 and now known as Labour & Welfare Department.
